AP Government Whip (GW) / Opposition Whip (OW)

The third speakers. They organise the round into core issues or clashes, rebut the opposing team, defend their own case, and explain why their team's contribution wins. They may add characterisation, responses, framing, analysis, examples, weighing metrics, and mechanisms when reasonably traceable to earlier material. Completely separate material that cannot be derived from their first two speakers is discredited. There is no Closing-half extension requirement in AP.
