Time during which POIs cannot be offered: the first and last minute of a substantive speech and the entire reply speech. In AP, POIs are offered between 1:00 and 6:00 of a 7-minute substantive speech and last no more than 15 seconds. In BP, a speaker may explicitly invite POIs during protected time (for example, "any questions?") and each opposing team may then offer one (WUDC 2027 Manual, section 1.3).
