Arguments or impacts that have not been previously raised in the debate. Restrictions on new material differ by format:
- WSDC 3rd Speeches: Written rules allow a small part of the case if announced in the first speaker's case division. The 2026 Manual's practice guidance excludes new independent arguments; new rebuttal and development of existing material remain permitted (WSDC 2026 Manual, sections 6.4.1, 6.4.3, and 6.4.5).
- WSDC Reply Speeches: Impermissible. A reply speaker cannot introduce new independent arguments or un-argued impacts.
- BP Member Speeches: Explicitly required. Member speakers must introduce an Extension.
- BP Whip Speeches: New rebuttal and further development of material already presented by the Member are permitted. Entirely new, non-responsive material that significantly changes the direction of the Member's case is ignored by judges (WUDC 2027 Manual, section 2.12).
- AP (UADC): Whips may develop material traceable to earlier speeches; replies add no new argumentative or responsive material. See the AP role entries and UADC 2025 Handbook, sections 2.3.1–2.3.2.
