Government Whip (GW) / Opposition Whip (OW)

The second speakers of Closing Government and Closing Opposition. They consolidate their team's contribution, resolve clashes, and compare their case with other teams. They may introduce new rebuttal and further develop material presented by their Member. They may not introduce entirely new, non-responsive material that significantly changes the direction of the Member's case; judges ignore such material (see New Material and WUDC 2027 Manual, section 2.12).
