A Panelist is a supporting adjudicator whose independent ballot counts towards the round result. A Trainee participates in adjudication but has no vote. At UADC 2025, judges independently decide and submit ballots within 10 minutes without consulting others; where an even voting panel splits evenly, the Chair's vote breaks the tie. This differs from BP consensus deliberation and WSDC conferral guidance.
