Policy/Action Motions

Motions that ask teams to consider the merits and demerits of implementing a proposed action. They are generally evaluated globally from the perspective of an ordinary intelligent person. There are 3 main configurations in WSDC: This House would (THW) X, This House believes that (THBT) X should Y, and This House, as X, would Y (see Actor Motions).

• Reasonable vs Unreasonable Add-ons: Add-ons in a model must not reshape the debate beyond what the motion requires.
• THBT X should Y: In these motions, the debate is from a neutral standpoint, not restricted to the interests of actor X. Both teams argue if X taking the action is better overall. The WUDC 2027 Manual lists this form as its own motion type rather than a sub-type of THW.
