The motion is the topic or subject of the debate. It consists of a statement that proposes an idea, typically a belief, concept, practice, or action, that is to be supported by the Proposition and opposed by the Opposition. All motions contain, typically at their beginning, the words “This House,” followed by a standard word or phrase (e.g., believes that, supports, regrets, etc.) that determines the nature of the debate that will occur.
